RULES


SECTION 1 - CONSTITUTION

Name
1.01. The name of this Association shall be the "Road Records Association".

Object
1.02. The object of the Association is to verify and certify the genuineness of claims to best performances on record accomplished by cyclists on the road, to encourage the publication of such records and to stimulate interest in record breaking.

Constitution
1.03. The Rules of the Association apply to both men and women. In these rules, where masculine nouns or pronouns are employed, the feminine gender is also implied unless the context indicates otherwise.
1.04. The Association shall consist of (a) Cycling Clubs (b) Private Members (c) Associate Organisations, whose eligibility shall be decided by the Committee. Election to membership shall be at the discretion of the Committee.
1.05. The Officers of the Association shall be a President, Chairman, Vice Presidents, General Secretary, Records Secretary, and Treasurer, who shall be elected at each Annual General Meeting.
1.06. A President or a Chairman of the Association having served seven years shall not be eligible for re-election until a further three year period has passed.
1.07. Vice-Presidents may be elected at an Annual General Meeting at the recommendation of the Committee.

Affiliated Clubs
1.08. Cycling Clubs when making application for affiliation and subsequently at any time upon request shall submit their book of rules to the Committee.

Private Members
1.09. Any person may apply to the Committee for Private Membership. The Committee shall have the right to refuse membership where it is felt it may be against the interests of the Association.

Removal from Membership
1.10. The Committee shall have power to remove from membership of the Association any Club or Private Member.

 

SECTION 2 - SUBSCRIPTIONS


2.01 The annual subscription for an affiliated club shall be £14, and that for a Private Member shall be £10. These rates shall be applicable for the 2005 calendar year onwards. All annual subscriptions are payable on or before the first day of March for the calendar year. At any time before 1st May in any year any Club or Private Member may commute their respective subscriptions for a period of five years by payment of an amount equal to four times the annual subscription rate then applicable. .
Fees for Associate Organisations consisting of a public liability insurance premium and an administration charge will be set by the Committee and be notified to them by Jan 1st. Payment must be made before any record attempt in that year.
2.02. Every Club Secretary and every Private Member whose subscription is paid shall be entitled to receive free of charge a copy of the Association's Handbook and all appropriate official notices.


Life Members
2.03. On completion of five or more years' membership a Private Member may become a Life Member, subject to agreement of the Committee, by a payment of a sum equal to fifteen times the yearly subscription, (ten times the yearly subscription for those aged 65 years or over). Life Members shall retain in all respects the status of annually subscribing Private Members.


SECTION 3 - GENERAL MEETINGS

Persons entitled to attend and vote
3.01. At any General Meeting of the Association the President and past Presidents, Vice Presidents, General Secretary, Records Secretary, and Treasurer of the Association, Delegates of Affiliated Clubs, and Private Members, shall be entitled to attend and vote. No proxy voting shall be allowed, nor shall any person entitled to attend the meeting in more than one capacity be entitled to more than one vote.

Chairman and Casting Vote
3.02 At any General Meeting the Chairman, if present, shall conduct the Meeting. If the Chairman is not present the meeting shall elect one of their number to be Chairman. In the event of a tie when a vote is taken, the Chairman shall have a second or casting vote.

Quorum
3.03. At any General Meeting the quorum shall be twelve.

 

THE ANNUAL GENERAL MEETING

Date of holding
3.04. The Annual General Meeting of the Association shall be held before March 31st in any year.

Notice required
3.05. At least eleven weeks notice of the Annual General Meeting shall be given to all Members of the Association.

Delegates
3.06. Affiliated clubs may appoint two delegates who may attend the Annual General Meeting or any Special General Meeting provided that the subscription from the club has been paid. Private Members whose subscriptions are paid may attend the Annual General Meeting or any Special General Meeting. Associate Organisations whose fees have been paid may send two nominees to the Annual General Meeting and any Special General Meeting. Nominees may not vote.

Notice of motion
3.07. Any Member Club or Private Member wishing to put forward any matter at the Annual General Meeting shall send the motion to the General secretary at least seven weeks before the meeting. Motions shall be placed on the Agenda in the name of the Club or Member. If the proposer of the motion is absent from the meeting, any delegate or other Member, as appropriate, may deputise with the approval of the meeting.
The Committee may place any matter on the Agenda of the Annual General Meeting.

Agenda for the Annual Meeting
3.08. At least 10 days before the Annual General Meeting the General Secretary shall send to each Private Member one copy and to each Secretary of an affiliated club one copy of an Annual Report and Financial Statement and an Agenda paper of the matters to be brought forward. The two nominees of an Associate Organistion shall receive a copy of the Annual Report, Financial Statement and Agenda paper.

Matters not on the Agenda
3.09. Any matter not on the Agenda paper may be brought forward without notice provided that it does not involve alterations of the Rules of the Association, and subject to the consent of the Chairman, and two-thirds of those present and voting.

Alterations of Rules
3.10. The Committee shall have power to alter the starting and finishing points of the records specified in Rule 7.04 and power to alter the turning points specified in Rule 7.06. Subject thereto no alterations shall be made in the Rules of the Association unless notice of the proposed alteration appears on the Agenda paper of an Annual General Meeting, and then only by the vote of a majority of two-thirds of those present and voting.


SPECIAL GENERAL MEETING

Notice required
3.11. At least fourteen days notice shall be given of a Special General Meeting.

By order of Committee
3.12. A Special General Meeting may be called at any time by the order of the Committee.

By requisition
3.13. A Special General Meeting shall be called at any time by the General Secretary on a requisition signed by twenty-five percent of the delegates of Affiliated Clubs and the Private Members shown in the current handbook, taken conjointly. The requisition shall set out the motion to be proposed, which shall not be a matter voted upon at any GeneralMeeting within the previous twelve months.

Rights of appeal to a Special Meeting
3.14. A Special General Meeting shall be called by the General Secretary forthwith on request for the hearing of an appeal against a decision of the Committee by an Affiliated Club, Private Member or Official of the Association, or the claimant to a record, or the holder of a record, provided the request is made within twenty-one days of the receipt of the communication in writing conveying such decision, and provided also that the request shall be accompanied by the payment of a hearing fee of £50. The delegates attending any such Special General Meeting may order the return of the fee in whole or in part taking into account the whole of the circumstances of the case.

Voting Rights at an Appeals Meeting
3.15. At a Special General Meeting during the hearing of an appeal a witness who is not entitled to attend and vote (in accordance with Rule 3.01) may attend for examination only but any one entitled to attend and vote shall not, by giving evidence as a witness, forfeit the right to vote. A claimant or a holder of a record concerning which an appeal is made may address the meeting, but must not move or second any resolution dealing with the record, or vote upon such a resolution.

Limitation of Business at a Special Meeting
3.16. At a Special General Meeting no matter shall be brought forward other than that stated on the notice calling the meeting.

SECTION 4 - COMMITTEE

Election of Committee
4.01. At the Annual General Meeting elections will take place for the Committee, consisting of the President (ex officio), Chairman, General Secretary, Records Secretary, Treasurer and up to 10 members of whom not less than 2 shall be Private Members who are not also delegates of clubs.
All Officers and Committee members act in an honorary capacity.

Quorum
4.02. The quorum for a Committee Meeting shall be five.

Attendances
4.03. The Committee shall meet a minimum of four times in the year with further meetings as necessary. Any member of the Committee absent from three consecutive meetings shall cease to be a member if the Committee so decide.

Power to do Business
4.04. The Committee shall have power to transact all the business of the Association in accordance with the Rules of the Association.

Power to Fill Vacancies
4.05. The Committee shall have power to fill any vacancies among the officers or other members of the Committee.

Secrecy
4.06. The proceedings of the Committee shall be confidential, except matters passed for publication.

Legal Proceedings
4.07. The General Secretary shall be empowered to take legal proceedings on behalf of the Association, if so directed by the Committee.

No voting by record claimant
4.08. A member of the Committee claiming a record shall retire from the room while the claim is under consideration. The claimant may not vote subsequently on any matter directly connected with the claim.

Withdrawal of Best on Record performances
4.09. The Committee have the power to withdraw the best on record performance recorded by any person(s) if any of the following becomes known to the Committee after they have adjudicated on a claim to record:
i) a false declaration was made
ii) the person is suspended or otherwise penalised by any sporting body for drug abuse

 

DUTIES OF OFFICERS

4.10. GENERAL SECRETARY
The General Secretary shall conduct the administrative affairs of the Association in accordance with the instructions and support of the Committee. He shall keep the Records Secretary informed of his actions.

4.11. RECORDS SECRETARY
The Records Secretary shall attend to all matters concerning pending and current Record Attempts and those awaiting confirmation,

4.12. TREASURER
It shall be the duty of the Treasurer to have charge and keep a proper account of the Association's funds, to collect subscriptions when due, and produce a list of any overdue subscriptions at Committee meetings. He shall make such payments from the Association's funds as are necessary, which must in all cases be approved by the Committee. He shall submit an Annual Statement at the Annual General Meeting, which must be audited by the Auditor, as to the financial position of the Association.
The Association shall maintain a Public Liability Insurance Policy to provide cover against any claim arising from activities of the Association, its Officers, Officials and Members whilst acting on behalf of the Association. This cover is extended to elected Associate Organisations when their annual fee has been paid in full.

SECTION 5 - APPOINTMENTS

Official Timekeepers
5.01 The Committee may appoint competent persons as Official Timekeepers to the Association, and may terminate such appointments at any time. When applying for appointment every applicant shall sign a declaration confirming that the applicant is acquainted with the rules of the Association and will, when acting in any capacity as an Official, take all possible action to ensure compliance with the rules.

Official Observers
5.02. The Committee may appoint as Official Observers persons whom they consider credible and independent and may terminate such appointments at any time. An Official Observer may not officiate on any attempts by a rider in whose success he is interested, either commercially or as an organiser.
Every applicant for appointment shall sign a declaration that he is acquainted with the rules of the Association and will, when acting as a follower or in any other capacity as an official, take all possible action to ensure compliance with these rules.
From time to time the Committee shall publish guidelines for Official Observers to supplement the definition of the duties given in Rules 9 and 10 and including the role of the Observer whilst following and passing the aspirants.

Official Checkers
5.03. The Records Secretary may arrange for the services of Official Checkers who shall report to him on behalf of the Association their observations of any attempt on record.

SECTION 6 - RECORDS & FEES

On bicycle, tricycle, tandem bicycle and tandem tricycle by (i) male and (ii) female cyclists, and on tandem bicycle and tandem tricycle when jointly crewed by male and female cyclists.

NOTICE FEES

6.02. Every notice must be accompanied by a fee and schedules on the following scale.
The fees are for members of the Association (Life or Private Members, and members of Affiliated Clubs).
An additional fee of £10 per rider is made for non-members.

The fee for tandem attempts shall be 20% more than for single machines.
The fee for combined attempts (when two or more records are attempted in one ride) shall be that charged for the longest journey, plus 20% of such charge.

 

SECTION 7 - COURSES

(A) RECORDS FOR NAMED MILEAGE OR TIME.

Free choice of locality
7.01. Attempts on the twenty-five miles, fifty miles, hundred miles, twelve hours, twenty-four hours and thousand miles records may be made in any part of Great Britain provided that easily distinguishable landmarks shall be chosen for the starting, turning and finishing points.
Course not to include frequent repetitions.
7.02. On attempts at 25, 50 and 100 miles, a rider shall not cover any section of road more than twice. On attempts at 12 hours a rider may cover the same section of road up to four times. On attempts at 24 hours and 1000 miles a rider may cover the same section of road up to eight times.
For the purposes of this rule, road junctions and traffic islands shall be disregarded and the interval before any section of road can be used in the same direction again must not be less than 10 miles. The Committee may accept additional uses of a section of road due to unforeseen circumstances beyond the control of the rider(s) or officials.
Evidence of Distance
7.03. The Committee will require evidence of distance of the course followed.

7.04. LONDON
(1) Opposite the south-west corner of the building at the junction of Grosvenor Place and Knightsbridge at Hyde Park Corner for records between London and Land's End,
(2) The archway on the Hyde Park Corner Traffic Island for records between London and:- Bath, Brighton and Portsmouth.
(3) Opposite the Rowland Hill Statue in King Edward Street EC1 for records between London and:-York, Edinburgh, Liverpool, Birmingham.
(4) Opposite the stone marking the site of Tyburn Tree, situated on a traffic island at the junction of Edgware and Bayswater Roads at Marble Arch for records between London and:-
Pembroke, Cardiff.

PORTSMOUTH Opposite the main gates to HMS Nelson in Queen Street.
PEMBROKE Opposite the War Memorial at Pembroke Castle
CARDIFF Opposite the centre of the main door of the National Museum of Wales.
BIRMINGHAM Underneath the centre of the footbridge linking the Hyatt Hotel with the International Conference Centre in Broad Street.
GREAT YARMOUTH Opposite the centre of the entrance to Britannia Pier.

7.05. In the case of the eleven one-way place-to-place records, either terminal point may be used as the starting or finishing point, and the attempt undertaken in either direction.
7.06. In the case of the three double-journey place to place records, the starting point, which shall also be the finishing point, may be opposite either of the terminal points or at any easily identifiable intermediate point. A record aspirant shall turn at or pass the other appropriate terminal point if starting at one of the terminal points or both terminal points if starting at an intermediate point.

SECTION 8 - NOTICES OF ATTEMPT

8.01. All record attempts are organised by and are the responsibility of the record aspirant or his agent. Anyone making an attempt on a record shall include with their notice a signed copy of the Declaration and Disclaimer, in a form to be decided from time to time by the Committee. See Appendix 1, (page C 26).

Contents and length of notice.
8.02 Notice specifying the date, time and place of starting of any proposed attempt to beat an existing record, or to establish a new record, must be received by the Records Secretary of the Association at least seven clear days before the start. The term "at least seven clear days" means a period of not less than 168 hours, between 24:00 hours on the day on which the notice is received and the scheduled time of start of the attempt. Notices of an attempt must include the name and address of the organiser and a landline telephone number from which information about an attempt may be obtained.
When notice of an attempt on a record has been received by the Records Secretary and he receives another notice of an attempt scheduled to use any part of the same route on the same day and proceeding in the same direction, he shall have discretion to specify the time of start of attempts to eliminate the risk of company riding. The minimum interval between attempts starting at the same point, and proceeding in the same direction, shall be one hour.
All notices shall become null and void at the end of the calendar year.

Route to be followed
8.03. Every notice must be accompanied by printed or typewritten copies of a schedule, which shall state precisely the course proposed to be followed, and approximately the expected time of arrival at places on the route, to the number set out in column 4 of Rule 6.02 Where more ways than one exist which might be taken between two named places, the schedule must indicate the one intended to be followed, and whenever possible the route proposed should be the one used when the attempt is made. Schedules will be sent by the Records Secretary to the holder or holders of the existing record, and to such other persons as he in his discretion considers interested.

Notice for combined attempts.
8.04. Notice may be given for more than one record to be attempted in one ride.

Multiple Notices
8.05. Multiple notices will not be accepted for alternative courses on the same date, except when the Secretary agrees that it is both possible and reasonable for the rider(s) to start and finish each attempt.

Notice of reversal of straightaway course
8.06 When notice is given of an attempt, the rider may also (without any additional fee) give a separate notice for use of the course in reverse. The time of start may be altered for use of the reverse course, and the actual route may be varied. The requirements of Rule 8.03 also apply to the reverse schedule.
In the case of reversing a combined attempt (see Rule 8.04), the rider must nominate the Principal Record being attempted. It is the reversal of the route for this record which defines the start point for the reverse schedule. The other records being attempted can then be re-routed with reference to this alternative starting point.

Conditional Use of Reversed Course
8.07. A reversed course shall not be used unless:
(i) the rider informs the Records Secretary of his decision to reverse at such time as will enable him to communicate the decision to the persons entitled to know of it. At least 48 hours notice must be given in respect of attempts scheduled to start on Sundays, Mondays, Public Holidays and the day following Public Holidays and at least 24 hours in respect of attempts scheduled to start on any other day.
(ii) The rider undertakes to pay all expenses incurred in communicating the decision to reverse to the persons entitled to know of it.

Standard Time.
8.08 Greenwich Mean Time, British Standard Time or British SummerTime, whichever is in operation, shall in all cases be taken as the standard by all riders, observers, timekeepers, checkers and other witnesses.

SECTION 9 - TIMEKEEPERS & OBSERVERS

9.01. Every Official Timekeeper and other Official Observer engaged on a record attempt shall record and report:-
(i) The type, colour, make (if possible) and registration mark of the vehicle(s) in which he travelled.
(ii) The times and approximate locations during which he followed and observed the record aspirants under the provisions of Rule 10.04.
(iii) The time and approximate locations during which the record aspirants were not observed by this official concerned, and the reasons for this.
(iv) While following or passing, the times and approximate locations of each passing of the record aspirants under the provisions of Rules 10.05 to 10.07, together with the registration mark of the vehicle concerned.
(v) The type, colour, make (if possible) and registration mark of all vehicles connected with and used on the attempt which did not carry Official Observers.

Official Timekeepers.
9.02. (a) An Official Timekeeper shall use:
(i) A spring-driven watch which has the centre-seconds hands capable of being split and which during the past 36 months obtained a certificate from a UKAS accredited laboratory of calibration to the NPL specification TH42C, or has obtained a 1st Class Neuchatel Certificate, or
(ii) An electronic timer with a quartz-crystal controlled oscillator, split timing facilities to decimal parts of a second, a digital display with a height of not less than 4mm for seconds, minutes and, where applicable, hours (in the case of multiple displays at least one shall meet this requirement) and an initial battery life when in full display, of not less than 100 hours. It shall have obtained a certificate of performance issued by a UKAS accredited laboratory of calibration to the NPL specification TH42F or shall have obtained a certificate issued by an electronic timer tester approved by the Committee showing that the timer is within the limits laid down by the Committee.
(b) An Official Timekeeper shall also carry and use a reserve watch or quartz crystal controlled electronic timer, not necessarily certified, but checked in accordance with Rule 11.02.
(c) If any certified watch or electronic timer should need any repair which affects its timing accuracy during its certified period, then after repair has been completed the watch or electronic timer shall be re-certified.
(d) The validity of certificates for any timepieces approved under previous Rules shall continue until re-certification becomes necessary.

SECTION 10 - CONDITIONS

Unpaced Condition
10.01. Only unpaced records shall be recognised.

Definition of unpaced riding
10.02. A rider attempting a record shall ride entirely alone and unassisted. He must not ride in company with, nor take shelter from any other rider nor from any vehicle. He shall not be preceded within sight, accompanied or followed or passed (except as permitted by Rules 10.04 and 10.05) nor must he accept food or drink or any other article, except from persons on foot.  A helper in or on a moving vehicle shall not give the riders generally audible instructions, information, assistance or encouragement.

Procedure when Dismounted
10.03. In any attempt on record the rider or riders when dismounted shall wheel or carry his or their machine without assistance whilst covering any forward portion of the route.

Following
10.04. Record aspirants may arrange to be followed by one or more vehicles, each carrying an Official Observer in order to provide evidence for the proof of the validity of a claim to a record, in accordance with the provisions of Rule 10.08.
Such vehicles shall prominently display at front and rear the RRA symbol which shall have a minimum height of 80mm. A sign shall be displayed, clearly visible from behind such vehicles, which may be either the warning signs issued by the Association or one with black letters of a minimum height of 80mm on a yellow or red fluorescent background including the words "WARNING CYCLIST AHEAD", its construction and positioning to be approved by the Official Observer(s) for the attempt. Vehicles shall not follow the record aspirants at a distance of less than 50 yards, unless forced to do so by traffic conditions.
For any part of a route used for a record attempt, if the officially designated path for cyclists cannot be used by following motor vehicles, the record aspirants may be followed by one or more cyclists, who must remain at a distance of not less than 50 yards, unless the aspirants are stationary or dismounted. Only when such cyclist followers are dismounted may they provide food, drink, assistance or encouragement to the aspirants. Cyclists who follow in these circumstances shall make a report of their actions and observations.

Passing
10.05. Vehicles displaying RRA identification and carrying an Official Observer may, with the permission of the Observer pass the rider(s) for the purpose of giving refreshment, medical or mechanical assistance, indication of the route, or on the grounds of road safety. All such passings, and the associated actions shall be reported to the Committee by the Official Observer(s), whether the attempt is successful or not.
10.06. Record aspirants may be passed by an Official Timekeeper for the purpose of timing the finish of a record or the start of an intermediate record.
10.07. Record aspirants may also be passed by an Official Checker solely for the purpose of providing an official check. Checkers must detail all such passings in their report to theSecretary.

Onus of proof.
10.08. The entire onus of providing sufficient evidence of the validity of a claim to record shall rest with the rider(s) making the claim. Such evidence may be provided by the record aspirant(s) being followed by an Official Observer in accordance with the provisions of Rule 10.04 and/or the record aspirant(s) being observed by checkers at frequent intervals. Evidence must be provided that the start, finish and all turning points were witnessed by at least two credible witnesses. The committee may procure and use any evidence bearing on the record claimed, reserving the right to reject evidence tendered by or obtained from interested sources.
10.09. In deciding upon the value of any other evidence the Committee will consider the reputation and status of the witness, and when such evidence is obtained by a rider from a stranger, it shall be in the form of a written statement by the witness that he saw the rider, at the time and place of observation, and that the rider was using a stated type of cycle, and was riding entirely alone.

Safeguarding the sport.
10.10. The Committee may, in their discretion, reject any claim when they consider that the interests of the sport would in any respect be injured. The use by a rider of any proscribed substance on the current list of such substances issued by the Sports Council of Great Britain, or the refusal of a rider to submit to a test shall constitute grounds for rejection of arecord. The Committee shall have power to specify proscribed substances.

Riding costume
10.11. Every rider attempting a record must wear ordinary road riding costume.

SECTION 11 - TIMING AND MEASURING

Use of Timekeepers
11.01
(a) Wherever possible, timing at the start and finish of all record attempts should be made by an Official Timekeeper, appointed in accordance with Rule 5.01.
(b) In cases where this is not possible, the Committee may accept timings made by a Timekeeper approved by Cycling Time Trials (CTT), the British Cycling Federation (BCF) or the Scottish Cycling Union (SCU). The Secretary must have approved any such arrangement before the attempt takes place. Such Timekeepers must use two timing instruments which meet the requirements of Rule 9.02, and must follow the procedures set out in Rule 11.02. Such Timekeepers may not act as Official Observers unless they have been appointed in accordance with Rule 5.02.
(c) Additionally, it shall also be acceptable for an Official Timekeeper, a timekeeper as described in Rule 11.01 (b), or an Official Observer to start an attempt by direct use of any one of the timing references listed in Rule 11.02. In these situations, a reserve timepiece need not be carried. A report should be made, indicating which timing reference was used, and the precise time the attempt started.
(d) It is not necessary for the same person to time both start and finish of an attempt.
(e) All timings shall be recorded to a fraction of a second.

Methods of Timing
11.02. When officiating, Official Timekeepers shall check both of the timing instruments required by Rule 9.02 against one of the references defined below as nearly as practicable before and after officiating. Any variations, or the fact that there was no variation shall be recorded and reported to the Committee. Both timing instruments shall be in continuous operation between these time checks, exact timing of the rides being made by means of the split facility.
For the purposes of this rule, the references and the relevant precise timing instants are as follows:-
a) the British Telecom Speaking Clock, using the start of the specified burst of tone.
b) a radio broadcast time signal (the pips), using the start of the last burst of tone.
c) an electronic timer which is controlled by the British Telecom 60kHz Marine Standard Frequency radio transmitter at Rugby or the DCG 77kHz transmitter at Mainflinger. The timer shall show seconds or parts thereof, with a display not less than 4mm high, it shall have a battery life in full display of at least 12 months, and it shall have an indication showing the reception status of the radio signal. The reference only to be used if the indication is positive.
11.03. The measurement of all fixed distance and fixed time record courses shall be made by approved RRA, CTT or SCU course measurers, using the method of measuring stipulated in the recommendations on course-measuring issued from time to time by the RRA Committee.
All measurements shall be precise, but:
(i) due allowances shall be made for measuring errors for all fixed distance record courses in accordance with the provisions of the recommendations, and:
(ii) no allowances shall be made by the measurers when measuring 12 and 24 hour record courses. The Committee will decide the record distance in accordance with the provisions of the recommendations and Rule 11.04.

Record Figures
11.04. The Committee shall have full power to decide the exact time or distance of any record. After due allowances have been made for any variation in rate of the watches or timers used, the record figures shall be reckoned to the next whole second for all records except the one thousand miles, which shall be reckoned to the next whole minute, the 12 and 24hours shall be reckoned to the next 0.1 mile below the distance proved.

Fractions of a minute and a mile
11.05. In the case of any record which at the date of the adoption or amendment of Rule 11.04 has been timed on the basis of any fraction of a minute being counted as a whole minute, such record shall not be considered to have been broken until a time has been recorded that improves upon the existing record by at least one minute.
In the case of any 12 or 24 hour record which at the date of any amendment to Rule 11.04 has been reckoned to the next 1/8 or 1/4 mile, as appropriate, below the distance proved, such record shall not be considered to have been broken until a distance of at least 1/8 or 1/4 mile, as appropriate, has been added to the existing record distance.
Once a new time or distance has been established for any of the above records, the time or distance of further attempts (claims) on that record shall be in accordance with the provisions of Rule 11.04.

SECTION 12 - STARTING AN ATTEMPT

Punctuality and unforeseen delay
12.01. The start shall be made at the time appointed, but the Committee may in their discretion accept as sufficient such explanation of unforeseen delay as may appear to them reasonable, provided that in no circumstances shall a start be allowed more than half-an-hour after the appointed time. In the event of a start being delayed, or a fresh start being made by virtue of the provisions of Rule 12.04, any attempt by any other rider starting from the same place and proceeding in the same direction, shall only start after the interval prescribed in Rule 8.02.

Starting Time of intermediate records.
12.02. In a multiple record attempt, the start of a second or subsequent record shall be in accordance with Rules 12.01 and 13.01 except that where a rider has ridden his machine the whole distance to the point concerned the start may be at any time within that scheduled for the ride.

Standing Start
12.03. Every record shall start from the standing position, ie with the rider's machine stationary.
Restart after failure
12.04 If a start is made and the attempt terminates sufficiently soon to enable the rider to make a fresh start, he may do so within half-an-hour of the time appointed for the originalstart.

Notification of Abandonment
12.05. When a start is not made, or a ride is abandoned after a start is made, notice must immediately be sent to the Records Secretary by telephone. In the event of a breach of this Rule, the rider shall, on the next occasion he gives notice of an attempt on any record, pay a double fee, unless the Committee shall otherwise determine.

SECTION 13 - POSTPONEMENTS

When permissible.
13.01. If a start is not made, or an attempt terminates within one tenth of the time of the existing record or standard or within half-an-hour of the start, then the attempt may be postponed, provided that such postponement is notified to the Records Secretary by telephone at the earliest opportunity. If the new date is not notified at the time of the postponement, the rider shall be at liberty to start on any later day in the same year provided that two clear days notice be given to the Records Secretary. Once the Records Secretary has received notification of an attempt on a record or of a new date the rider cannot use that date for an attempt on any other record except by giving two clear days noticein the case of a record for which notice has already been given, or seven clear days notice in any other case.

No Change except in date
13.02. A postponed attempt shall conform with the original notice in all respects except the alteration of date, and any unavoidable change of route.

Extent of free postponements
13.03. Postponements not exceeding six may be made without additional notice fees to the following or any later day in the same year, provided all communication expenses incurred by the Secretary are paid by the rider. After 12 postponements no further notice fee need be paid.

SECTION 14 - CLAIMS

Time limit for Claims
14.01. The Records Secretary should be notified of a successful ride if possible the same day. A record must be claimed on an official form within seven days, and proofs must be lodged with the Records Secretary of the Association within fourteen days of the ride in respect of which the claim is made.

Details of Claim
14.02. Claims to records may be made only by the riders concerned and must state clearly the date, distance, time and class of machine used.

Retention of Evidence
14.03. All evidence in respect of claims will be retained by the Association, and will be dealt with by them as deemed fit.

SECTION 15 - AWARDS

Certificates
15.01. Every successful claimant to a record shall receive a certificate of his performance.

Shields
15.02. Permanent challenge shields or other awards have been presented in recognition of certain records. These trophies exhibit the times or distances appropriate to such records, and on the approval of guarantees for their safe custody and return may be held by the current record holders.
